* Change default protocol in the FTP server template from 'ftp' to
'ftp2'. The ftp2 module is newer, and the 'ftp' modules is unsupported.
* Trying to fix the PID problem again. Create '/var/run/roxen_shutdown.pid'
when shuting down roxen, and '/var/run/roxen.pid' with the two pid's of
the start script, and the roxen/pike process. Let's see if we fixed
the PID problem this time! Also delete the pid file when Roxen is shutdown.
* Don't require root when doing 'debian/rules build'.
* Don't stop/start roxen in the pre(inst|rm) scripts if the file
'/etc/roxen/dont_restart' file exists.
