xteddy_1.2-1 uploaded to go into frozen

Hello,

XTeddy 1.2 seems to be a new upstream version, but the only change is
closing Bug#31393.  That's why these version should go into frozen
instead of building xteddy_1.1-3 which would be equal to xteddy_1.2-1.
