   * Simulate whole-file fcntl locking using flock.  From Roland McGrath.
   * Add a stubbed ldconfig, and make libc0.2 provide ldso.
   * Kludge timezones so that they are built when cross-compiling.
   * Make libc0.2-dev depend on gnumach-dev and hurd-dev.
   * Use Joel Klecker's rule for generating debian/shlibs.
