Uploaded gnupg 0.4.0-1 (source i386) to non-US



Hi,

This version (actually, it was in 0.3.3, but I never packaged that)
breaks backward compatibility but there is an upgrade strategy, please
be sure to read /usr/doc/gnupg/NEWS.gz if you have a gnupg secret key.

[ 0.4.1 is already out, but the WiN backbone is having fun at my
  expense and I can't snarf it ]
