* Added a note to debian-devel documentation to explain that the
option `-I/usr/lib/postgresql' should be used when compiling
with libpq headers.
* Changed the pgaccess script to allow for the existence of libpgtcl
without the package postgres by checking for the presence of
/etc/postgresql/postgresql.env. Fixes bug#24047
* Modify /usr/X11R6/bin/pgaccess to check for existence of
/etc/postgresql/postgresql.env and use an alternative strategy
if it does not exist. This enables pgaccess to exist on a client
machine apart from the server. (Preliminary version of this script -
liable to change in later versions.)
* Pg.pm should now exist in package libpgperl (really, no kidding...)
* Changed preinst to use useradd instead of adduser, because adduser was
setting the login shell to /bin/false. Fixes bug#24036.
