Uploaded man-db 2.3.10-63 (source i386) to master



Hi Folks!

this should be the right man for 2.0 ... maybe another upload to add translations (new or updated) to messages and/or manpages :-).

The .deb is also in ftp://ftp.icenet.fi/private/fpolacco/debian/libc6/

   * problems with i18n: added explicit check of environment instead of

   * moved umask 022 from the shell command to the open of the temporary
     file, to avoid errors in case of restrictive settings, due to the
     open call added in -60
