Uploaded exim 1.82-3 (source i386) to master



I've made quite a few changes to eximconfig (not enough really---if I'd had
time I'd have started from scratch, as the code is a bit of a mess). I'd
quite like some people to test it. I've tested all possibilities and the
files it turns out look good to me, but it would be nice if people could
check that they actually work!
