Update to Planet Debian policy

Dear Debian Contributors

There has been an update to the Planet Debian posting policy, in
particularly what is considered acceptable content. These additions
don't really change all that much, but it does make the rules more expli
cit.

In a nutshell:

 * An item has been added that makes it clear that we expect
   contributors of Planet Debian to follow Debian's Code of Conduct
   (The CoC already applied to PlanetDebian, but since non-members
    can post to Planet, it seems prudent to specifically
    reference it from that page)

 * An item has been added to advise avoidance of personal fights,
   insults or slurs
   (The Coc may already cover us to a large extent here, but we
    don't want to have to rely on interpretations of the CoC
    every time that such a problem occurs)

 * An item has been added that explains some minimum actions required
   when feeds are removed (or re-added)

Thanks to everyone who contribute to Planet Debian, please take a moment
to consider the above before hitting that 'publish' button (in whichever
form that may be), especially when emotions are running high.
