Netstd changes?

Netstd apparently broken into different packages and became
a dummy package. Which, I'll assume, was a good thing. But
why now? It's almost as bad as the great X changes or the
perl stuff, but IIRC, they were both done early in the
cycle, and we got warning for them.

For the requisite horror story/explaination of why this is
a problem, netstd now depends on ftpd, which conflicts with
my ftp demon, wu-ftpd. But I can't remove netstd, because
devscripts depends on it. Apt doesn't like this. So I end up
having to equivs netstd to get it to work.

Again, why this, now?
