Because TCL isn't particularly backwards compatible. Certainly, one package
I maintain (cyrus-imapd 1.5) doesn't build on 8.4. I've managed to bump it
up to 8.3 (so doing my little part to help) but it won't build with 8.4. I
don't have the experience to fix the problem - nor the interest level.

If you're going to do it, be useful - test that the application builds under
later versions, and tell the maintainer which one works. If you want
everything to build under 8.4 correctly, then supply the patches to do it.
Otherwise I, for one, will summarily close any bug you report on the matter.
And remember, when testing for correctness, you have to test the full
functioning of the program after it's been built.
I'll see in what, a year or two?
