It's a general purpose place for bugs which aren't just part of
Emdebian Grip but actually apply to the toolchains or other Emdebian
services.

Emdebian Grip is to be merged, after Wheezy. Emdebian toolchains are a
separate issue, merging those might happen too before Jessie. Other
Emdebian build issues (like modified dependency chains etc.) are not
likely to get merged.
