What I meant as a technical issue (well, not really an "issue", more a decision to take) is how to maintain specific forks of the guide in case each derivative wants to have its own version of the guide. But maybe this is not needed at all. Have you maybe reviewed the content (as a -doc member) of the guide for Ubuntu-specific content that does not apply to Debian or other derivatives? If there is no such thing, then we can just advertise it as the packaging guide for any Debian-based distro. If this is the case, it might be worth to promote it to an URL that reflect that.
