Bug#217960: bugs.debian.org: bug shows itself as the blocking bug, rather than another bug as the blocked bug

I was reading today's apt-listchanges for debian-policy package, and
came across this bug:

  http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=329762

which contains:

  Blocking bugs added: 329762 ...

Note that the annotated bug number is the same as the bug being
displayed.  (and was not the result of a "block n by n" command"), so
it was necessary to view "full text" in order to get the other bug
number.

IMO this is non-intuitive, and probably not intentional.  Each bug
involved in a block should have the *other* bug listed; in this case,
it should say:

  Blocked bugs added: #268603 ...
       ^^              ^^^^^^

(and, as in #217960, it should be a hyperlink).
