Bug#356182: please improve mass-submitter-changing (aka new email address)

When your email address has changed and you want to keep track of your
submitted bugs, you currently have to write a mail like this to
control@b.d.o:

submitter foo !
submitter bar !
....
submitter baz !

This is a pretty uncomfortable, especially when you have filled more
than, say 50 bugs.

A better solution would be to allow a pattern like:

submitter all <old address> <new address>

where "all" is a wildcard and stands for all bugs filled by the old
address.
