Uploading a package that has one or more arch:all .debs besides
arch:any ones, makes the arch:all go away from all architectures
Packages files. It should be changed to keep "old" arch:all packages
available for those architectures where the new package is not yet
autobuild, ie. where the new arch:any ones working with the new
arch:all version aren't available yet.
See #246992 as a reference.
