You are right that these are distinctive features of three
different things.  The question is how you would like to measure
these features.  The first one is easy, but the second and third are
hard to measure.  Is it enough if people claim to have this feature?

I don't think so.  We should define measures to decide which
description fits to a project.

the reason i think it's important is that it gives credit where credit
is due, yet makes it clear when a project has work remaining.

I do not really think that it's a question of credit / honor / ranking.
It is just a concept to tackle problems.  While I think that sticking to
Debian might be a successfull concept I have no actual prove for this
opinion.  So it is not about ranking or putting some value on the
concept it is necessary to use common terms to be able to talk to
each other.
