Well, the idea behind it is: people would only have to subscribe to *any*
list *once in their lifetime* to be allowed to mail to *any* lists ever after.
I really do believe that this would be the solution to 99% of the problem,
but obviously, people prefer throwing around random ideas without thinking
about reasonability, so I guess this one will just become part of the noise
as well...
