I hope this rephrasing is good enough to satisfy the quibbles which
come up every time about this.  If any of the TC members feel that
there is a better way to put this requirement I would be happy to hear
it.

For the avoidance of doubt, this is to be fleshed out into policy
where the details can be dealt with.
