There are more choices than that. Users with this viewpoint could have
stick with the DE that they like but a network tool that they don't.
Or they could switch to another DE that isn't incompatible their
favorite network tool.

The GNOME maintainers are responsible for their island.  If they don't
want to support wicd or anything else, that is their choice.  It's
also the user's choice to go somewhere else.
