If it's covered by the interface stability promise, it's stable. If
it's marked as an internal interface, well, then it's an internal
interface. I believe interfaces will over time move towards being under
the stability interface promise. Which and how fast is something that
can influenced based on what's needed.

Circular build deps was the initial reason cited upstream.
