this seems like a rather simple solution for this problem which I believe
is much preferable to the quite complex solution Helmut proposed in the 
initial mail to this thread.

I still think we should replace binNMUs with proper sourceful uploads,
because having source packages which dont contain the full sources are
annoying & harmful, but... perfect is the enemy of good, so yay, progress!
(that's #894441: binNMUs should be replaced by easy "no-change-except-debian/changelog-uploads")
