indeed.running cross-built (host-)binaries on the build-machine is expected to not work. you need an emulator to run e.g. s390x binaries on an armel machine, but if you are using an emulator you are not cross-building (in the strict sense).
therefore (as can be seen in [1]), cross-building involves specifying the "nocheck" build-option to skip running the test suite (and packages that do not honour this build-flag will most likely fail to cross-build)
