I think this is a duplicate of #922870. Please check for existing bugs
prior to filing ones.

Your problem description is wrong. There should not be any need to pass
cross tools to make install as everything should be built earlier. The
actual cause here is bad makefile dependencies. It's discussed in
further detail in #922870 and fixed upstream already.

For these reasons, I'm closing this bug.
