I think your questions about a distributor/reseller will be better off 
on the debian-consultants@lists.debian.org mailing-list.

For non-german speaking readers:
Mr Nahm wants to know, if he can offer Debian in a tender/bid invitation 
 and if there is a distributor/reseller in Germany and who that would be.
