For the standard bullseye images, release pipeline

successfully published to Azure (now it needs more time to work through
Azure's internal validation before it goes live).
Generic (for Openstack, etc) and nocloud image variants are also now
available for download at
https://cloud.debian.org/images/cloud/bullseye/latest/
However, the Amazon EC2 uploads failed due to a service timeout. This
failure requires manual cleanup, so it will be some time before the fix
is available there. I'll follow up here when that's complete.
