Because waldi has unilaterally chosen to revert the -3 package changes, we'll instead make the change in the cloud image recipes for the trixie release. This will work for the release, but is suboptimal as it introduces new unpackaged files in the images. We'll keep this bug open since azure-vm-utils is ultimately the correct place for this sort of configuration... noah
