The patch applies cleanly to the version in bookworm.  I've prepared a
build for testing, and if it behaves correctly we can upload the fix to
stable.  Can you test the cloud-init packages in my repository on
people.debian.org?  See https://people.debian.org/~noahm/repo/ for
instructions.  The version containing the fix is 22.4.2-1+deb12u2~1
