Yeah, so let me bring light into the dark (I read too many lists). What I said is: we don't want lists that only contain vcs message (like a -changes -vcs and so on list). Therefore we refuse to create such lists. What we also don't want is a list for every single small package (of course there are exceptions). So if you want to use _this_ list for git messages, perfectly fine. But if you request a debian-cloud-changes list, this request would be rejected.
