The GCE images are built by Google, not us.  They use our tools and
maintain config in our repo.  But since there's two repos, drift is
possible.  That's what happened in this case.  We adopted
systemd-timesyncd but the change didn't make it into Google's config.

They plan to fix this- see the conversation on
