Permitting login on AWS serial console

Dear Experts,

What is the recommended way to permit login on the AWS serial
console? I hesitate to try to work it out by trial and error,
since a mistake could either leave me unable to log in at all
or leave the instance insecure.

This is an instance that I've just upgraded from buster to
bullseye. Most of the current configuration is unchanged from
the defaults, though I have changed sshd.conf to permit root
ssh logins; ssh is key-only and passwords are disabled.
