Bug#992424: awscli: Latest 1.x release

Dear Maintainer,

I note there's some discussion in #966573 about packaging v2 and there's
some complexity there.

With the bullseye freeze over and the v2 plans uncertain, are you open
to updating this package to the most recent release in the 1.x series?

For my use case I'm particularly interested in the "ecs execute-command"
subcommand, which seems like it was introduced in 1.19.28:
