Confirmed that it doesn't work with the version in buster. It doesn't
seem to need to go all the way up to 1.13.8, though. My testing shows
that functionality is restored with 1.12.200+repack-1. But since we
have 1.17.22+repack-1 in bullseye, there's probably no reason to be
conservative in bumping the dependency.
