I describe a workaround for the lack of "apt-key add" functionality at
https://salsa.debian.org/cloud-team/debian-cloud-images/issues/17#note_126311

We (the cloud team) have basically concluded in recent conversations
that cloud-init's usage of apt-key is a bug and should be removed.
