Fixes for cloud-init in Debian Stretch

Hello,

Seems that Debian Stretch suffers from this bug https://bugzilla.redhat.com/show_bug.cgi?id=1430511

Please check if this patch can be added to cloud-init package https://github.com/larsks/cloud-init/commit/3f8d6dbbbc9ab4679a4820d7cc60265fa67807cd

Affected cloud-init version is 0.7.9-2

Error from AWS instance:
