It seems that openstack takes raw images on kvm. So a basic kvm bootstrapvz image with cloudinit should work.

My thoughts exactly, so maybe slightly modified Openstack img would work?

As an aside, I'd love to get an openstack provider for bootstrap-vz running. I'd imagine it to be fairly easy. So far creating new providers really has been a piece of cake...
