At least there is an easy way of enabling it again, isn't it? As Jimmy already mentioned, this is only for GCE which does not support IPv6. Currently I'm reimplementing scripts from build-debian-cloud (which was written as set of shell scripts) in Python to be included in bootstrap-vz. There was script disabling IPv6 so I eagerly copied it ;-) When there is possibility to use IPv6 we can add option in manifest to enable or disable IPv6. For now disabling is permanent.
