Ah, that may be why when i try it (as root) it doesn't work :)
I've looked into the cloud-init stuff, theres a lot of work with the
depedencies to do (there's some missing python modules but I think they
were pulled in by one of the commented out packages.) I had to use
another image so I'll give you ones a go.
