Yes definitely, please try http://packages.debian.org/euca2ools
and report bugs or missing functions on bugs.debian.org.

Alternatively, since euca2ools is mostly a command-line interface
to the boto library, you can try to use http://packages.debian.org/python-boto
directly.  See for instance http://docs.pythonboto.org/en/latest/ec2_tut.html
