Bug#1041641: caribou: no longer maintained upstream

caribou is no longer maintained:

> Caribou is not under active development anymore.

> Archived project! Repository and other project resources are read-only
> — https://gitlab.gnome.org/Archive/caribou

It also depends on the unmaintained clutter-1.0 framework (#1041623).
It is not clear to me whether it ever reached a fully-usable status:

> This is an early release intended for people to preview the UI

The only package in Debian that depends on it is cinnamon.

If cinnamon needs this package for its onscreen keyboard, then someone
from the cinnamon community will need to take responsibility for its
upstream maintenance.

Alternatively, if cinnamon doesn't need this feature or can use some
replacement, then caribou should be removed during the Debian 13 cycle.
