the main idea behind blueman's recommendation is to have an audio server that supports Bluetooth devices. Currently it's pulseaudio, but libspa-0.2-bluetooth | pulseaudio-module-bluetooth should have the same effect, yes. (There are actually some more alternatives like libasound2-plugin-bluez.)

The secondary idea is that blueman does provide some controls, mainly a profile selection, via the pulseaudio API. If I'm not mistaken, that would require pipewire-pulse. As far as I know something like (libspa-0.2-bluetooth, pipewire-pulse) | pulseaudio-module-bluetooth is not possible. Should not really matter, though, as probably pipewire-pulse is present in a proper PipeWire setup anyway.

I'm totally fine with libspa-0.2-bluetooth | pulseaudio-module-bluetooth.

yesterday I uploaded cinnamon-settings-daemon 5.6.2-3 to debian unstable with the pipewire-pulse alternative in the pulseaudio recommend

I suppose adding also "libspa-0.2-bluetooth | pulseaudio-module-bluetooth" (or pulseaudio-module-bluetooth | libspa-0.2-bluetooth) in blueman will solve LP #2020007 (https://bugs.launchpad.net/ubuntu/+source/cinnamon-settings-daemon/+bug/2020007)
