Indeed, but this is a bug in libwacom-dev which does not depend on the
necessary gudev packages. But they are necessary.

The cinnamon code only checks via pkg-config for wacom, and for nothing
else.

This has been fixed in wacom already (albeit with a different
explanation), thus reassigning, tagging and closing this bug.
