where to maintain DEP8^W autopkgtest spec now

Sure.

More generally, if you have other parts of the spec you want to leave
out (or reworded, retitled, whatever) please let me know.

Before preparing an updated patch, I'll wait for feedback from -policy
people, to avoid spamming the list(s) with too many versions of the
patch.
