where to maintain DEP8^W autopkgtest spec now

Note that this feature is still in flux: We mostly added it to unblock
these ~ 4000 packages from running on ci.d.n. without the need to
modify their source packages. But this logic will be factored out into
"autodep8" (https://ftp-master.debian.org/new/autodep8_0.1.html) so
that it can be shared with other implementations like sadt.

When this is accepted, the heuristics will move out of autopkgtest
again, and just be replaced with a call to autodep8, and this section
of the documentation will change a lot too. Can we leave this out for
now?

The other bits look good to me. Thanks for addressing this!
