If by free you mean without paying, then GSView
(http://www.ghostgum.com.au/) is what I would recommend for Windows.

For Linux there are many choices, I have tried gv and gnome-gv.  I heard
evince is pretty good too (if you are using unstable, that is).  There
are many more, just look at the virtual Debian package postscript-viewer.

Since you are asking this on debian-chinese-gb, I must add that I have
little experience reading postscript files with Chinese characters in
it.
