I just had a look at it.

It's caused by ChinaNet(possibly other backbone ISP as well) backbone
router blocks a root name server.

The address is as follows:

192.203.230.10  e.root-servers.net
==========================

Try traceroute it and see what will happen.

Anyway, it's really odd and doesn't make any sense at all.
Let's pray, pray it's just a mistake by ChinaNet.
