Yes. it's a kernel module. It does seems that kernel-image-2.2.21
package has it by default. Other kernel-image should also have this
module.  Are you using Debian 3.0+ ?

It should be in /lib/modules/2.x.x/kernel/fs/nls/nls_cp950.o or something
similar to that.
