about telnet and ftp!

前天有人问在Debain 2.2R55中为何无法做用telnet
我试的结果是必需在hosts中加入client端的机器ip
如此则ftp 和telnet 都可以很顺利地连上debian主机，
我想我大概可以猜出这样的用意
只是以前都只要设定hosts.deny和hosts.allow就可以，实在很不习惯
