AFAIK, that's a bug found in tit dictionary file, where ? and ! cannot
be an entry. The quail package is automatically generated from the tit
file and thus ? and ! cannot be input under emacs' built-in input
method. You can work around that by manually editing the quail package
and add entries for ? and !. I used the trick in my own chinese-zm
quail package.
