Quick fix: 以 root 身份登錄，
cd /usr/lib/tcl8.3/encoding
mv gb2312.euc gb2312.euc.buggy
cp -a euc-cn.euc gb2312.euc
長遠解決辦法，是寫一個 Bug Report 給 Debian，也聯系 Tcl 8.3 的原作者。
