* apply fix for shorewall not applying rate limiting, as defined in
'shorewall.conf' as 'LOGRATE' and 'LOGBURST', to the rfc1918 logging as it
does with all other logging. This has denial of service potential on
noisy networks. (closes: #206764)
* dh_installinit is not used anymore to install the init script, it is
installed by hand to avoid automatically startup and shutdown of the
firewall during upgrade, install and remove. This should prevent network
blackouts (closes: #165477)
* the SUBSYSLOCK variable of shorewall.conf is set to "" because the
initscript doesn't need it at all (closes: #209023)
